The Circular Scan is delivered by Circular Economy Hub Pardubice in collaboration with experts and city representatives.

What is a City Circular Scan?
The Circular Scan is a comprehensive assessment tool developed by the Circular Hub. It evaluates how far a city has progressed on its path to a circular economy. It includes data collection, interviews with city representatives and analysis of strategic documents.
How is the overall score calculated?
The overall score is a weighted average of five areas: Strategy and policy (20%), Construction and buildings (20%), Waste management (25%), Transport (20%) and Biodiversity and local (15%). Each area is assessed using a set of criteria with points allocated.
How is city size taken into account?
The assessment is calibrated by size category. Česká Třebová falls in the category of cities with 10,000–25,000 residents, where corresponding benchmarks are set. Results are comparable with similarly sized municipalities.
